Reporting regulation applies to:
* Only for EU producers, importers, assemblers and distributors.
* Any supplier of articles containing above 0.1% w/w of a substance of very high concern on the Candidate List
Reporting regulation do not applies to:
* Retailers that supply directly and exclusively to consumers
* Non-EU suppliers have no obligations. However they should support importers of their articles in the EU to fulfil their regulatory obligations, namely to submit SCIP notifications to ECHA
